H.E. Phoukhong Sisoulath

Ambassador of the Lao PDR to the United States of America and Canada

Ambassador Phoukhong Sisoulath was appointed in March 2025 as Ambassador Extraordinary and Plenipotentiary of the Lao People’s Democratic Republic to the United States of America and non-resident Ambassador to Canada. He is a senior career diplomat with extensive experience in international law, diplomacy, and multilateral cooperation.

Prior to his current appointment, Ambassador Sisoulath served as Ambassador to the Kingdom of Belgium, Head of Mission to the European Union, and non-resident Ambassador to the Kingdom of the Netherlands and the Grand Duchy of Luxembourg from 2019 to 2023, and as Permanent Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW) during the same period. He also served as Director General of the Department of Treaty and Law at the Ministry of Foreign Affairs from 2014 to 2019 and again from 2023 to 2025.

Ambassador Phoukhong Sisoulath holds a Master’s degree in International Law obtained in 1996 from the Moscow State Institute of International Relations (MGIMO University) and a Postgraduate Diploma in International Law earned in 1999 from the University of Nottingham in the United Kingdom. He has been a Member of the Permanent Court of Arbitration since 2018 and has played an active role in regional and international human rights mechanisms, including his service as Chair of the ASEAN Intergovernmental Commission on Human Rights in 2016. He is fluent in Lao, English, Russian, and French.

Ambassador Phoukhong Sisoulath is married to Mrs. Latthida Sisoulath, and has two children.
